Headlights must be turned on whenever windshield wipers are in use, such a law became effective on January 28, 2007. It makes good sense to have lights on whenever conditions require the use of wipers, whether due to rain, snow, sleet or mist, so that drivers maximize their potential to be noticed during periods of low visibility.
